The Nebulis Sovereignty is a country of Astral Mages, founded one hundred years before the start of the series on the promise of being a paradise for all astral mages.
Background[]
The founding members of the Sovereignty were all citizens from the Heavenly Empire, but that changed when Astral Energy was discovered. The people who were exposed to this mysterious energy began manifesting supernatural abilities, and as they became increasingly feared and oppressed, they were forced to abandon their country and build a new home for themselves.
Though it was originally one single territory, independent nations that similarly opposed the Empire joined the Sovereignty as vassal states. Not long after, they were unified into the Nebulis Sovereignty of the present. The Empire, whose goal is to eradicate all astral mages from the planet, and the Nebulis Sovereignty, who wants the destruction of the Empire, waged war. The war between the two lasted for a century and still rages on even today.
Sovereign politics are extremely cutthroat as the Sovereignty has had eight monarchs, and is currently campaigning for a ninth ruler, in only a century since their founding; this has incidentally caused a great deal of infighting in the Sovereignty ruling elite. The three Royal Houses, Lou, Zoa, and Hydra, are constantly at each other's throats vying to get their daughters on the throne. The constant game of thrones however does cause the rulers to be extremely powerful in comparison to their average astral mage.
Citizens[]
The majority of citizens that inhabit the Nebulis Sovereignty are astral mages. Since the Sovereignty was formed from independent states, there are also many people who aren't astral mages. There is no discrimination or unjust treatment between the two groups, as mages don't have special treatment or anything.[1]. Despite this however, the Sovereignty suffers from major classism and sexism in their society. Males usually do not have a chance to attain powerful position in the royal hierarchy, but it has happened, and Mages born with weak spirits and abilities are treated like second class citizens by the Royal Families.

- Central State - The original territory of the Sovereignty and where the royal palace is located at.
- Liesbaden - The 8th state, which ran adjacent to the Sovereignty's borders.
- Alcatroz - The 13th state, located on the southern tip of Nebulis, it is known as the "Prison Sector".
Trivia[]
- Only one king had been born in history of the country. All the other rulers had been queens.[2]
- When asked about how can there be 8 generations in just 100 years, author Sazane Kei replied that the 3 royal families were "in constant conflict for the throne...Due to this, there were rapid successions..." [3] This means that the Roman numerals after the surname Nebulis is not the number of generations, but the number of monarchs in the Sovereignty's history.
- Incidentally, Alice, Sisbell, Elletear, Kissing, and Mizerhyby all have the Roman numeral IX because they are candidates to become the next queen.
