Throughout the continent, there are various Neutral Cities which refuse to take a side in the war between the Heavenly Empire and the Nebulis Sovereignty.

Citizens from either country are free to enter these cities and do as they wish, but three rules must be followed:
- Any conflict whatsoever is forbidden in the neutral cities.[1]
- In accordance with the aforementioned clause, the first to act will be considered the transgressor.[1]
- As the clause explicitly mentions the first to act, you can fight back without reservations by claiming self-defense.
- Embrace all cultures and enjoy the fine arts.[1]
*In line with these rules, all weapons must be checked in upon entering the city and can only be retrieved upon leaving.
Neutral cities around the world back each other up, and should any of these rules be broken, it can lead to those neutral cities taking a definitive side against the guilty party and their country.
